They request a loan
of $62,500 (50% of the estimated total project cost of $125,000).

The damaged portion of canal is located about 5 miles north of Mancos. The canal was
constructed in 1948, and the slide occurred in an earth portion of the channel. Evidence of
movement was first noted in 1994. The area was inspected by the USBR, and minor repairs
were made by the District, per Bureau recommendations. The area was monitored regularly by
the Bureau and by the District, but was not considered a serious problem until early fall 1996,
At that time the District attempted to run water through the canal, and a major slide developed.
The inlet canal can not be used until this slide area is rehabilitated.

Preliminary engineering design work has been completed by the Company's engineer and
contractor. The USBR has completed preliminary feasibility work, and has reviewed the
proposed design. All work must conform to USBR standards, since the Bureau is the owner of
the project facilities.

DISCUSSION

The details of this loan were faxed to all board members October 23rd. A follow-up Memo
was faxed on October 30,1996. There were no serious issues raised by the CWCB.
