Backqround and Sponsors, <br /> <br />A diversified group of organizations within the <br />Gunnison River Basin is proposing the development of improved <br />water management tools for the use and development of water <br />resources in the basin. The first tool is a water accounting <br />spreadsheet which would accurately reflect the daily <br />administration of the major water rights and exchanges in the <br />Gunnison Basin (hereinafter referred to as "accounting <br />spreadsheet"). The second tool is a computer-based planning <br />model for the basin (hereinafter referred to as "planning <br />model") .' <br /> <br />The sponsors in the development of the accounting <br />spreadsheet and planning model are: U. S. Bureau of Reclamation <br />(Reclamation), Colorado Water Conservation Board (CWCB), Colorado <br />Division of Water Resources (state Engineer), Colorado River <br />Water Conservation District (River District), Upper Gunnison <br />River Water Conservancy District (Upper Gunnison), Uncompahgre <br />Valley Water Users Association (Water Users), and the Tri-County <br />Water Conservancy District (Tri-County). <br /> <br />This memorandum defines the terms and conditions for <br />conducting the work jointly agreed to by these parties. This <br />work, resulting products and study management are further <br />described in Attachment A, entitled "Gunnison River Basin <br />Management and Planning Study proposal," which, by this <br />reference, is made a part of this Memorandum of Understanding. <br /> <br />II. Fundinq and Institutional Arranqements. <br /> <br />The development of the planning model and the <br />accounting spreadsheet will take approximately two years. The <br />total cost of the effort will not exceed $360,000, including in- <br />in-kind services. Reclamation will provide 40% or $144,000. The <br />other sponsors will provide 60t or $216,000 as further defined in <br />this memorandum. <br /> <br />A. Contractinq Entities. <br /> <br />1. Reclamation will be the contracting entity <br />for the development of the accounting spread sheet. <br />The other sponsors will enter into separate <br />arrangements with Reclamation for payment or <br />contribution of in-kind services. <br /> <br />1 of 6 <br />
