<br />. <br /> <br />Monument Lake Dam is located just west of the Town of Monument on Monument Creek. <br />The pre-construction capacity of the lake is 310 acre-feet, with a dam height of 54-ft, and a dam <br />length of 922-ft, The lake is currently not a water source for the Town of Monument and is used <br />solely for recreational use and as a wildlife habitat. In 1977 the State Engineer's Office <br />recommended that a zero restriction be imposed on Monument Lake Dam due to the failed <br />condition of the spillway discharge chute and the poor condition of the dam, and because of the <br />large growth of trees and brush that had developed on the embankment. <br /> <br />Boyle Engineering, Lakewood, Colorado completed the feasibility study to repair the <br />spillway and dam in March of 2001. The estimated project cost to address the spillway, outlet <br />works, dam embankment and seepage was estimated at $3,081,000, <br /> <br />Below is a brief summary of the major project elements and their estimated cost as <br />presented in the original cost estimate: <br /> <br />Spillway Rehabilitation = $815,640 <br />Cbimney/Blanket Drain = $1,077,900 <br />Upstream Gate = $262,080 <br />Dredging 150,000 c,y, = $450,000 <br />Borrow Material = $20,000 <br />Design/Construction Management = $450,000 <br />Feasibility Studv = $5.000 <br />Total: = $3,080,620 <br /> <br />The project was bid for construction in January of 2001, and was awarded to AS! RCC, of <br />Buena Vista, Colorado, at their bid price of $2,775,060, The Contractor mobilized on-site in <br />December of2001 and is currently 70% complete with the project. <br /> <br />During construction of the project the Town of Monument has encountered cost overruns, <br />These additional cost can be summarized as follows; cost overruns due to unforeseen changes <br />encountered in the field, design changes incorporated into the project at the time of construction, <br />and additional work that was not included in the original project cost estimate, The specific cost <br />overruns are summarized as follows: <br /> <br />Chanf!e Order No.1 - Sewer Line Relocation: <br /> <br />During excavation of the proposed spillway walls it was discovered that the Palmer Lake <br />Sanitation District's 12-inch sewer line was located through the wingwall of the existing spillway <br />and aligned directly behind the proposed east spillway wall, It was detennined that leaving the <br />sanitary line in its current alignment would make construction of the new spillway wall extremely <br />difficult, given the fact the sanitary sewer line could not be taken out of service, <br /> <br />Additional cost = $46, 732 <br /> <br />2 <br />
