Executive Summary

This study examines the feasibility of non-structural and structural alternatives to
rehabilitate the area comprising of Monument Lake Dam and Reservoir; and demonstrates the
technical, financial, environmental, and institutional feasibility of the alternatives, The project
will be funded between the Town of Monument (Town) and EI Paso County (County), The
Town is requesting funding through the Colorado Water Conservation Board (CWCB) for their
portion ofthe project, while the County will be funding their portion through County
appropriated funds, The study has been prepared in conformance with requirements for funding
of the CWCB and the dam safety regulations of the Colorado State Engineer's Office (SEO),

The reservoir is presently under SEO restriction; the water surface must be kept three feet
below the spillway crest. On May 6, 1998 the SEO recommended a zero-storage restriction due
to dam safety deficiencies, This recommendation has not yet been enforced but the SEO could
do so at any time, These dam safety deficiencies include:

I, Deteriorated outlet works;
2, Absence of outlet energy dissipating structure;
3, Unacceptable tree growth on dam embankment;
4, Inadequate protection from wave action on upstream face of dam; and
5, Spillway capacity inadequacy,

Alternatives were developed to correct these deficiencies, which included rehabilitating
the dam embankment, outlet works, and spillway, The recommended alternatives for the project
include the following:

I. Rehabilitating the eJ;ll.bankment by excavating the top 10 feet of the crest and
downstream face of the dam and then constructing chimney and blanket drains
covered with embankment fill up the existing dam crest elevation,
