<br />1 <br />I <br />j <br /> <br />, , <br />\ <br /> <br />-.1 <br /> <br />.-1 <br /> <br />, <br /> <br />Executive Summary <br /> <br />This study examines the feasibility of non-structural and structural alternatives to <br />rehabilitate the area comprising of Monument Lake Dam and Reservoir; and demonstrates the <br />technical, financial, environmental, and institutional feasibility of the alternatives, The project <br />will be funded between the Town of Monument (Town) and EI Paso County (County), The <br />Town is requesting funding through the Colorado Water Conservation Board (CWCB) for their <br />portion ofthe project, while the County will be funding their portion through County <br />appropriated funds, The study has been prepared in conformance with requirements for funding <br />of the CWCB and the dam safety regulations of the Colorado State Engineer's Office (SEO), <br /> <br />The reservoir is presently under SEO restriction; the water surface must be kept three feet <br />below the spillway crest. On May 6, 1998 the SEO recommended a zero-storage restriction due <br />to dam safety deficiencies, This recommendation has not yet been enforced but the SEO could <br />do so at any time, These dam safety deficiencies include: <br /> <br />I, Deteriorated outlet works; <br />2, Absence of outlet energy dissipating structure; <br />3, Unacceptable tree growth on dam embankment; <br />4, Inadequate protection from wave action on upstream face of dam; and <br />5, Spillway capacity inadequacy, <br /> <br />Alternatives were developed to correct these deficiencies, which included rehabilitating <br />the dam embankment, outlet works, and spillway, The recommended alternatives for the project <br />include the following: <br /> <br />I.
