To facilitate bidding it may be better to

mark minimum clearing limits on a drawing and provide for any

added clearing under change order.

Item 6(b) and others mention blasting. It would appear that

no blasting is necessary. If this is the case, references to

blasting probably should be deleted as they suggest much higher

costs than for material which can be ripped or directly loaded.

A maximum 3,OOO-ft. haul is specified for disposal of waste,

If much waste is anticipated, a closer waste disposal area would

reduce costs. Placing waste upstream of the Zone 3 cofferdam

should be permissible if compacted at stable slopes and would

provide an impervious seal if composed of stripped topsoil.

Section F discusses waste. If clearing and stripping of borrow

and excavation areas is performed, it would not appear that any

waste will be encountered. If this is true, it may relieve the

bidders mind and reduce his price to have the subject clarified,.

Item 7(b) provides for separate measurement an? payment for

borrow excavation. This involves extra survey costs and may

have no purpose. In general, it is considered advisable to

have a single pay item for each embankment zone, measured on

the basis of foundation surveys and drawing lines and grades.
