This was not found on the prints' available for <br /> <br />review. <br /> <br />Item 14 does not guarantee construction water to the contrac- <br /> <br />tor and suggests it may involve extra costs. The owner is <br /> <br />probably in a better position to make these arrangements and <br /> <br />possibly to save on any costs involved. <br /> <br />Item 31. 2 refers to "periodic visits" by the Engineer and <br /> <br />states that "he will not be required to make exhaustive or <br /> <br />continuous on-site inspections to check the quality or quan- <br /> <br />tity of the work." This is not consistent with such speci- <br /> <br />fication requirements as earthfill compaction and moisture <br /> <br />content which necessitate inspection and testing on a contin- <br /> <br />uous basis, Full-time on-site inspection services are considered <br /> <br />essential. <br /> <br />Item 4 places full responsibility for dewatering on the Contrac- <br /> <br />tor. Bidders would be better able to estimate and schedule the <br /> <br />work if stream flow and weather records were available. Costs <br /> <br />might be reduced if upstream reservoirs could be operated to <br /> <br />control releases during critical dewatering periods. It is <br /> <br />recommended that this possibility be investigated. <br />
