b. sludge Settling Ponds consisting of approximately 12 acre-
feet of sludge settling volume in two ponds with a water
surface of approximately one acre eaCh. This item will
also include 1026 lineal feet of a-inch pipe and 9 manholes.
This item is located in the NW% NW~ of Section 15, Township
6 South, R~nge 93 West of the 6th Principal Meridian. This
io located on lands owned by the City of Rifle.

c. Exterior Piping consisting of 24-inch by-pass line around
new treatment plant and finished water line from new plant
to existing transmission lines. The by-pass line consists
of approximately 210 lineal feet of 24-inch ductile iron
pipe, 4 900 bends, 4 24-inch tees, 1 24-inch butterfly
valve and other items as shown on Site plan Sheet C-5
(Appendix "An). The finished water line consists of
approximately 125 lineal feet of 20-inch ductile iron pipe,
2 450 20-inch bends, 1 20-inch tee, 1 16-inch tee, 2 16-
inch butterfly valves and other items as shown on Site Plan
C-~ (Appendix nAn).

d. Treated Water Clear Well pumps and piping consisting of
3 lO-inch 1350 gpm 50 hp vertical turbine pumps together
with pipe ~anifold and fittings as shown on Sheet SM-9,
(Appendix "An) and located in the Gr&ham Mesa Water
Treatment Plant.

3. Permit periodic inspection of construction by authorized repre-
sentatives of the State during construction qnd permit the State to
review and approve or disapprove any contracts for the construction
of the project or the performance of work pU~suant to such contrac~s
or subcontracts.

4. without expense to the St~te, manage, oP~rate, and maintain the
project system continuously in an efficient qnd economical manner,
and assume all legal liability for such mana~emen~, operation and
maintenance.

~. Make the services of said project availa~le within its capacity
to all persons in the Contractor's service atea without discrimina-
tion as to race, color, religion, or natural origin at reasonable
charges, including assessments, taxes, or fe~s in accordance with
a schedule of such charges, whether for one 0r more classes of
service, formally adopted by the Contractor through its board of
directors, as may be modified from time to ttme by the Contractor.
The initial rate schedule must be approved b~ the State. Thereafter,
the Contractor may make such modifications t~ the rate schedule as
the Contractor deems necessary to efficientl~ and economically
provide for the financial requirements of th~ system as long as the
rate schedule remains reasonable and non-distriminatory, and subject
to the approval by the State.

6. Adjust its operating costs and service charges from time to time
to provide for adequate operation and mainte~ance, emergency repair
services, obsolescence reserves, and debt reterves.

7. Expand the system from time to time to m~et reasonable growth or
service requirements in the area within its jurisdiction.

8. Provide the State with such periodic reports as it may require
~r.d permit periodic inspections of its operations and accounts by a
designated representative of the State. The Colorado Water Conserva-
tion Bpard, its agents and employees, is hereby designated as the
agent of the State for the purpose of this contract.

9. .Purchase from the State all of the State's right, title, and
interest in said project and any facilities thereof at a total
purchase price of six Hundred S1X Thousand Two Hundred Forty Dollars
($606,240) payable in forty (40) annual installments of Fifteen
Thousand One llundred Fifty-Six Dollars ($15,156) each, which first
