' <br />' <br />' <br />' <br />' <br />' <br />, <br />' <br />' <br />, <br />1 <br />' <br />' <br />' <br />, <br />' <br />' <br />' <br />' <br />Cost Estimate <br />The estimated construction cost for the recommended plan for each of the system facilities is <br />shown in Table 1. The cost estimates were derived from data provided by SCS except for the <br />Summit Dam outlet repairs which were developed from data provided by contractors. T'he total <br />estimated cost of the repairs/improvments over about the next 7 yeazs is $800,000. Designs for <br />each facility will be prepared by SCS or Summit's engineer in order to obtain CWCB funding. <br />Imalementation Schedule <br />The repair of the Summit Dam outlet works must be completed first and in fact is expected to be <br />finished by late Mazch, 1997. The scheduling of the other potential work will depend upon the <br />needs of the system and the availability of funds for CWCB cost sharing. An estimated schedule <br />of the yeazs when each of the major identified Items will be completed is shown in the right hand <br />column of Table 1, the scheduled yeazs aze subject to change to best meet the needs of the <br />Company. <br />For each work item, Surrunit proposes to prepaze a plan that includes designs and costs, about 6 <br />months prior to beginning construction, which would be the basis of contract arrangements with <br />the CWCB. Summit will attempt to schedule the work in one yeaz blocks so that contract <br />arrangements aze needed no more than once each calendar year; the funds will be requested in no <br />less than $85,000 increments ($115,000 sub-projects) to minimize contracts. <br />Social, Economic, and Phvsical Impacts <br />The project will have no significant social impacts. <br />The project will have a positive economic impact providing imgation water for 4,000 acres of <br />shazeholders' crops. <br />The project will have no significant physical impacts once construction is complete. <br />Permittine <br />Permitting is not expected to be required for most, if not all of the work; however, ROW may be <br />required for facilities that aze not on the existing ROW such as the replacement of ditches with <br />pipelines. Portions of the collection ditches aze on US Forest Service lands, but the ditches were <br />constructed prior to the creation of the San Juan Forest so no approvals aze needed for operation <br />and maintenance. None of the proposed activities aze expected to impact wetlands or stream <br />channels that would require a Corp of Engineers 404 permit. . <br />Approvals by the State Engineer for work on the dams will be required. <br />Summit believes no Environmental Assessment (EA) or Environmental Impact Statement (EIS) <br />will be required because all of the work is at existing facilities. <br />
