<br />!'Q~~~~~.Q <br /> <br />Under the signature of William Lorah, Douglas Sovern, and Kenneth <br /> <br />Wright in a letter of transmittal dated March 15, 1976 a Water Supply Master <br /> <br />Plan Report was presented to the Town of Hotchkiss. In the letter of <br /> <br />transmittal it waS explained to the Board of Trustees that the Master Plan <br /> <br />implementation has been divided into three phases representing population <br /> <br />levels of 1,000, 1,500, and 2,500 people respectfully. Phase I was intended <br /> <br />"not to support an expansion of the system, but only to maintain and improve <br /> <br />service to the existing water users." -/1/- <br /> <br />The major goals of the Phase I development were: <br /> <br />1. Construct new treatment facilities to meet State and Federal water <br /> <br />quality standards. <br /> <br />2. Replace substandard distribution lines in the town which consist <br /> <br />mainly of old cast iron pipes and install water meters. <br /> <br />3. Water supply line from 0.4 MG tank to town. <br /> <br />4. Install cathodic protection for existing water tank or repaint the <br /> <br />storage tank. <br /> <br />5. Reduce transmission line losses and wasteful use practice. <br /> <br />The Town of Hotchkiss accepted the Water Supply J1aster Plan Report and <br /> <br />implemented all of the recommendations for Phase I as they appeared in the <br /> <br />Water Supply !1aster Plan. In item No.4 the town elected to repaint the <br /> <br />interior of the 0.4 MG tank with a two component epoxy paint in accordance <br /> <br />with Section 3 of the latest revision of AWWA Standard D 102 and the exterior <br /> <br />of the tank with a system compatible with the existing paint also in accordance <br /> <br />with the latest revision of AWWA Standard D 102. <br /> <br />Phase II, as it appeared in the Water Supply Master Plan Report, was to <br /> <br />be undertaken when a population of 1,500 was realized or the replacement of <br /> <br />i <br /> <br />. <br />
