I <br />wholeheartedly agree with the need for this study, it being my <br />understanding that the streams above Dillon Reservoir cannot <br />withstand depletions in the winter months above and bevond <br />those contemplated by the Department of Natural Resources/Ski <br />Area Agreements without causing significant damage to the <br />fishery resource. <br /> <br />A draft of the Scope of Work which is contemplated for this <br />study is enclosed, It is anticipated that the results of this <br />initial study will lead to further analysis of the most <br />promising alternatives identified, <br /> <br />It is proposed that $80,000 be budgeted on this initial <br />effort. The county and the municipalities have requested that <br />the Board fund 75 percent of this amount, or $60,000. I <br />believe that this is an appropriate allocation of costs in view <br />of the fact that there will be no single beneficiary of the <br />alternatives which will be examined. Rather, the alternatives <br />under consideration will be to the benefit of all water users <br />and the county generally. Under the circumstances, I believe <br />that Board participation in excess of the usual 50 percent cost <br />share is appropriate. <br /> <br />I recommend that the Board approve the requested <br />feasibility study subject to the conditions that: <br /> <br />(1) The Board will provide funding for 75 percent of the <br />study cost. not to exceed $60,000, <br /> <br />6430E <br />
