<br />. <br /> <br />. <br /> <br />1 . GENERAL <br /> <br />A. Western Engineers, Inc., proposes to investigate the irrigation facilities <br />in accordance with your directives for the purpose of providing a <br />Feasibility Study that meets CWCIl' s requirements. The investigation is <br />intended to cover the irrigation structures and will identify those that at <br />present appear to be in good repair and those that appear to be in need of <br />repair/replacement initially. Further work will then focus on the <br />structures in need of repair/replacements. The Company's irrigation <br />structures are only a part of the main canals and pump systems. The <br />Company's irrigation facilities do not include ditches and laterals out of <br />the canals. <br /> <br />B. The investigation will be conducted and the report prepared in accordance <br />with the outline contained in the Guidelines and Supplement to Guidelines <br />for assistance and utilization of Colorado's water etc., of the Colorado <br />Water Conservation Board (CWCB). The Guidelines are generalized to provide <br />for all types of projects. The Guidelines do allow for deviations to cover <br />a specific project. The Plan presented here~n presents Western's <br />interpretation of the Guidelines and deviations that should be made to <br />fairly present the feasibility plan for rehabilitation of the irrigation <br />facilities of the Company, <br /> <br />C. The request for funds is a request by Redlands Water and Power Company to <br />the Colorado Water Conservation Board; and as such, the Company must itself <br />provide data outlined under the Guidelines that make up or supplements <br />Western's preparation of the feasibility report. Western will depend upon <br />the Company as the source of data in certain instances where the report <br />involves the Company's organization, powers and authority, financial <br />status, physical assets, lands served, land uses, land ownership, water <br />rights, water uses, and historical water supply. The Company needs to <br />provide the data for inclusion in the feasibility report when needed by <br />Western and in a form which can be readily assimilated into the feasibility <br />report. <br /> <br />2. PHYSICAL PLAN <br /> <br />Western will prepare the feasibility study to meet the Guidelines of the <br />Colorado Water Conservation Board which shall include: <br /> <br />Chapter I <br />Project Map <br />Dissertation of project location <br />Dissertation on local climate <br /> <br />Chapter <br />a. <br />b. <br />c. <br />d. <br /> <br />II - The Company <br />History <br />Laws under which it is organized <br />Powers and authority <br />Yinancial Status <br />Physical assets <br /> <br />e. <br /> <br />Chapter <br />a. <br /> <br />III - Lands <br />No land classification will be performed as lands are presently served <br />and no new agricultural lands are expected to be included. <br /> <br />-2- <br />
