Any points of water loss wi II be estimated and included. The <br />physical avai labi I i ty of surface water on the North Fork of the Gunnison <br />River will be discussed using stream gage records and extrapolating them <br />to the study area locations. Water rights will be investigated, both from <br />a legal availability basis and an actual implementation strategy. The <br />water rights available will be listed along with priority date and the acqui- <br />sition and implementation developed showing the probable yield of rights <br />planned to be acqui red, if any. The yields wi II then be compared to a <br />summary of water requirements to show how supply meets the requirements. The <br />existing physical and chemical quality of both surface supply and ground <br />water will be investigated and discussed, particularly for those parameters <br />requiring treatment for domestic consumption. A discussion will be made <br />of the problems associated with a diversion structure and of other oper'a- <br />tional ~onsiderations. <br /> <br />5. Plan of Development: Project phasing wi II be discussed in this section. <br />Ini tial requi rements of the water resource implementation stralegy wi II <br />be discussed. Then the design criteria for both ini tial and ultimate <br />de'. 'opment wi II be establ i shed for the water source, water treatment, <br />\-JalL'/' transmi ssion, storage, and distribution faci 1 i ties. Construction <br />techniques and easement acquisi tion techniques wi II be discussed briefly. <br /> <br />I). Estimated Project Costs: A summ,3ry will be made of the estimated construc- <br />tion and t,otal project costs in tlie form of an itemized bre~kdm"'n. The <br />project capital requirements will be discussed and an allO\~artce madc for <br />projected price increases. Operation and maintenance costs will be itemized <br />and the method of establishing an emergency operating fund described. <br /> <br />7. Project Financial Evaluation: Alternate financing schedules shall be presen- <br />ted in this seelien to assist in determining the 'appl icant's p"yment capa- <br />city.
