.

.

Exhibit I - Scope of Services
Metropolitan Water Supply Investigation

November 17, 1993
Page 23

Anticipated Problems

Once the most promising water supply opportunities have been identified, it will be
necessary to determine the appropriate level of detail required for effective reconnaissance
level evaluation. The water supply systems associated with the targeted opportunities are
highly evolved, very complex and have been subjected to many previous studies. It will be
necessary to quickly and efficiently synthesize vast quantities of information to determine
which sources are most relevant and most likely to provide an appropriate level of detail.

As described above under the scoping task, scheduling problems related to coordination
with the other important ongoing water supply planning efforts will need to be resolved.

Deliverables

A draft and final Refined Study Plan will be prepared,

Cost

The initially estimated budget for this task is $6,000,

Inventory of Existing Information and Tools
Purpose

The purpose of this task is to inventory existing information, analytical tools and
ongoing studies of majof water providers in order to gain an understanding and develop an
information base of metro Denver area water supply systems sufficient to evaluate the Project's
identified water supply opportunities from a metro-wide context. This task would focus on
those information areas not covered in detail by the special studies in Tasks 5 through 8.

Methodology and Evaluation Techniques

A series of work meetings would be held with major water providers and OSE staff to
address a range of metro Denver area water supply planning topics necessafY to the conduct of
the Project. These subject areas would include water rights usage and ownership; water supply
service areas; hydrology; storage, diversion, treatment and delivery facilities; water supply and
flood control systems operations; instream flow and water quality issues.

Because Denver Water is in the midst of a major water supply planning and modeling
effort and given the major administrative role of the State Engineer, these meetings would
initially be held with key Denver Water planning staff and OSE staff, We anticipate that a
major portion of this task can be accomplished by taking advantage of the accumulated
expertise and information base of these two organizations, These work meetings would also
involve technical representatives of other water users based on the subject matter of the
meetings.

Additional task meetings would be held with other water management entities as needed
in order to develop a sufficiently complete and unbiased understanding of these areas. These
entities would include major individual metro area surface water and groundwater-based
providers and water rights holders, the Metro Wastewater Reclamation District, the Colorado
Water Quality Control Division, the South Platte Urban Drainage District, the U,S. Army
