.

.

Exhibit I - Scope of Services
Metropolitan Water Supply Investigation

November 17, 1993
Page 9

These general practices are supported by a corporate Policy and Procedures Manual, by
corporate financial support of individual professional development efforts, by the assignment of
an independent document reviewer for each project, by the use of formal software and dataset
development protocols, and by regular surveys of client satisfaction,

Specific OA/QC Plan for MWSI Project

The work products of the MWSI Project will consist primarily of meetings, documents
(technical memoranda and reports), data sets, and a computer model. While some quality
assurance measures are applicable to all of these, some are more specific. The generally
applicable measures include close coordination with T AC, use of a senior Hydrosphere staff
member to act as a reviewer, and the use of a trouble-shooting team. These generally
applicable measures are described more fully below and followed by discussion of product-
specific measures.

Close Coordination with Technical Advisory Committee

Throughout the MWSI Project, Hydrosphere's Project Manager will maintain close
coordination with TAC through the TAC's Chairman and via direct communications with
T AC. Regular monthly progress reports and meeting summaries will be provided to.T AC as
will memoranda summarizing T AC requests and guidance as understood by Hydrosphere. The
latter will provide T AC with an opportunity to correct any misunderstandings about its wishes
before significant work effort has been expended in wrong directions,

Hydrosphere's Project Manager will also stay in regular telephone contact with TAC
Chairman to keep both individuals informed of late-breaking developments,

Senior Hydrosphere Reviewer

Dr. Charles M, Brendecke of Hydrosphere will be assigned to the MWSI Project to act
as a reviewer of all documents developed for external (to Hydrosphere) distribution. This
includeS monthly progress reports and meeting summaries, technical memoranda and briefing
documents, requirements statements, meeting agendas and reports. In addition to the more
mechanical issues of spelling, grammar and punctuation, all such documents will be reviewed
for readability, accuracy, consistency, use of or need for supporting graphs and tables, and
conformance with task-specific objectives. Reviewer comments will be provided to the Project
Manager for action priof to document distribution.

Trouble Shooting Team

A project trouble-shooting team will be set up to review technical work plans and
requirements statements and to help resolve technical problems or conflicts that may be
encountered in the conduct of the study, This team will consist of Lee Rozaklis, Charles
Brendecke and a representative of each sub-contractor on the Hydrosphere team.

The trouble-shooting team will meet on an as-needed basis.
