<br />. <br /> <br />. <br /> <br />Exhibit I - Scope of Services <br />Metropolitan Watef Supply Investigation <br /> <br />November 17, 1993 <br />Page 4 <br /> <br />Joe Bergquist (ECI) will determine facility locations and alignments, and will prepare <br />cost estimates and economic analyses, <br /> <br />Organization Chart <br /> <br />The organization, management and conduct of the Project is illustrated in attached <br />Attachment A, Project Organization Chart, which also shows the major involvements of <br />individual team members in each Project task. <br /> <br />levels of Effort <br /> <br />The currently estimated levels of effort by all Project Team members is shown by task in <br />Attachment C, Cost Estimate and Labor Allocation. <br /> <br />CONFLICTS OF INTEREST <br /> <br />Background <br /> <br />The unique nature of the MWSl Project makes it nearly impossible to find a contractor <br />capable of conducting the Project within budget and schedule who has no past or current ties to <br />any individual Denvef metropolitan area water providers. In fact, the knowledge and <br />experience gained from such previous work are critical to the efficient and successful <br />performance of the Project. <br /> <br />Moreover the cooperative aspects of the Project will require the active involvement of <br />many individual watef providers, The need for the Project Team to act as "technical <br />facilitators" in this process puts a premium on familiarity with individual providers and their <br />respective systems. Past work relationships will usually be an asset in this area, except where <br />such work has involved unusually contentious litigation. <br /> <br />Thus the relevant issue with respect to Conflicts of interest comes down to that of <br />adequately circumscfibing the roles of Project Team members so that maximum benefit of their <br />special knowledge can be achieved while minimizing their opportunities to intentionally Of <br />unintentionally influence the Project process in favor of one particular interest. The fact that <br />the planning process envisioned in MWSI Project will involve collaborative efforts occurring <br />in a "fishbowl" setting will also help assure that hidden agendas are not pursued, intentionally <br />or otherwise. <br /> <br />The Project Team's Statement Regarding Conflicts of Interest <br /> <br />The organizations and individuals on the Project Team have considered the scope and <br />nature of the MWSI project and have identified no potential conflicts of interest with other <br />clients regarding their work on this Project as defined by their respective project roles. <br /> <br />The Projec 1 earn is committed to full disclosure of all potential conflicts of interest of <br />all its members regafding this Project, and is prepared to eliminate or restrict the role of any of <br />its member organizations or individuals in accordance with the wishes of the State or the T AC <br />in order to resolve any conflict of interest problems, <br />
