WHEREAS, authority exists in the Law and Funds have bec:n budgeted, appropriated and otherwise made available and a sufficient
unencumbered balance thereof remains available for payment in Fund Number 424 . Organization YYYY. Appropriation 626. Program

WHEREAS, required approval, clearance and coordinatic.in have been accomplished from and with appropriate agencies; and

WHEREAS, pursuant to the provisions of Section 37-60-115 (1)(a), Colorado Revised
Statutes, the Colorado Water Conservation Board (Board) is authorized to make a continuous
study of the present and potential uses of the water resources of the State; and

WHEREAS, {he Colorado Water Conservation Board recommended this project to the
legislature for approval at its January, 1993 meeting; and

WHEREAS, pursuant to the provisions of Section 5 of Chapter 254, Session Laws of
Colorado 1993 (HB93-1273) the State is authorized to undertake a regional study in cooperation
with affected agencies of local government and other interested groups concerning options to
increase the water supply of the Denver metropolitan area; and

WHEREAS, pursuant to the provisions of Section 5 of Chapter 254, Session Laws of
Colorado 1993, tbe State is authorized to expend not more than four hundred fifty thousand
dollars ($450,000) from the Colorado Water Conservation Board construction fund for this
purpose; and

WHEREAS, the Contractor has submitted a proposal to the State to conduct a study
and prepare a report at a reconnaissance level of several water supply alternatives that may
enhance the Front Range water supplies in efficient, practical and environmentally sound ways
by (1) creating a technically facilitated planning process among water users, (2) developing
analytical capability sufficient for evaluating the water supply yield and determining the
