The content of this evaluation was outlined in the letter from
Western Technical Services dated September 1, 1977 and signed by the Mayor
and Clerk on November 8, 1977.
Recognizing that the Town must provide a safe drinking water which meets
the standards of the Safe Drinking Water Act passed by Congress in 1974, an
evaluation of the existing facilities was deemed necessary. Since periodically
during the melt water season, the quality of the water aesthetically deteriorates
because of the very poor quality of the raw water, an evaluation and this
subsequent report were to consider the various alternatives available to the
Town of Granby through which the quality of the finished water can be further
improved and maintained. In addition, the current Town population and
probable growth of the Town, and the impact of this growth on the Town's water
facilities was to be considered. In addition, a brief overview was to be
made of the entire water supply, treatment, distribution and storage facilities
to briefly determine if there are any weak links in the supply of the safe
drinking water to the residents of the Town of Granby.
It is the purpose of this report to present the results of our investi-
gation and an evaluation of the water facilities, alternative methods of
expansion studied and our recommendations concerning the alternative most
feasible.

11-1
