I I I I I t t t I I I I I I I I I I I CHAPTER II: CITY OF GREELEY 1.0 HISTORY The Ci ty of Gree1 ey was founded in the early 1870 I S as the Gree1 ey Temperance Colony. The select agricultural community was conceived in New York by Horace Gree1 ey, the newspaper pub1 i sher. Incorporated in Apri 1 1886, Greeley 1 ater became a Home Rule City In 1958. The city has prospered as the education, trade, transportation, and marketing center of Weld County, one of the most productive agricultural counties in the United States. Greeley is the county seat and covers an area of approximately 27 square miles. It is located at an elevation of 4,663 feet above sea level. The city is home to the University of Northern Colorado, the third largest university in Colorado, and over fifty industries are located in and around the Greeley area. These include Monfort of Colorado, Eastman Kodak, Mountain Bell Telephone, Noffsinger Manufacturing, Norwest Publishing, State Farm Insurance, and Hewlett-Packard Company. Gree1 ey is a "full servi ce ci ty" . Water and sewer servi ce, pol i ce and fi re protection, a municipal court system, street maintenance, and parks and recreation facilities are provided throughout the city. Other facilities and services such as public schools, public transit, hospital, telephone utilities, garbage collection, and power utilities are readily available to residents. 2.0 LAWS UNDER WHICH ORGANIZED, POWERS, AND AUTHORITIES The City of Greel ey, Colorado has all the powers of local self-government and home rule, and all the powers possible under the Constitution, laws, and statutes of Colorado. This includes the right of eminent domain and the power to collect taxes and fees as compensation for city services. The organization, powers, and duties of the City are fully defined in the Charter of the City of Greeley as adopted June 24, 1958 and amended November 5, 1985. -7-
