Central Weld County Water District (CWCWD). This <br />appears to be the most reasonable and viable alternative <br />available, and has been chosen for the selected alternative. <br />ARWP must be included in the Northern Colorado Water <br />Conservation District and receive master meter service from <br />CWCWD facilities just to the west of Ft. Lupton. Facilities <br />consist of a pump station apd a delivery line to ARWP. <br />Advantaqes: Permanent supp~y from a new source. <br />Disadvantaqes: Expensive aPd complex. <br /> <br />The Selected Project: <br /> <br />Water Shares: Raw water shares from the Colorado-Big Thompson <br />Project and the Windy Gap Project would be purchased in <br />anticipation of construction of ~ pipeline from Central Weld <br />County Water District facilities, who would treat the water and <br />ultimately deliver treated water to ARWP. Shares would be <br />purchased at market rate, in bulK quantities, through a water <br />broker. A portion of the requested loan would be used to pay the <br />transaction charge and any broke~ fee. The cost of shares as of <br />January 9/ 1996 was as follows: <br /> <br />CBT Shares - $1/660 per sha~e (1 share equals 1 acre-foot.) <br />Windy Gap Shares - $500/000 per share (1 share equals 100 <br />acre-feet.) <br /> <br />The cost of shares as of April 8/ 1997 was as follows: <br /> <br />CBT Shares - $2/550 per sha~e <br />Windy Gap Shares - $600,000 per share <br /> <br />See Appendix C for current statement of water value. <br /> <br />The Project with Central Weld will eventually require the <br />purchase of shares equalling not less than 1 acre-foot of water <br />per household, per year. Howeve~, NOrthern calculates its water <br />usage in such a manner as to fund 50% to 70% of owned or leased <br />shares per year. The project originally anticipated purchasing <br />206 shares of CBT water, and 1 share of Windy Gap water. Because <br />of the increased cost of the shares in 1997, ARWP will initially <br />purchase just 160 shares of CBT water. The remainder of the <br />shares will be leased until ARWP has the finances to purchase <br />them. <br /> <br />ARWP will participate with Central Weld County Water District to <br />construct a pipeline and booster system capable of a 500 gpm <br />delivery rate.
