on MaY 16, 1964, the above referenced structure was inspected in accor-
dance with Colorado Revised Statutes 1973, 37-87-107, as amended, which
assigns to the state engineer responsibility for the determination of safe
storage level for reservoirs within this state.

I>Jring the inspection, several conditions, were noted that threaten the
long-term safety of the dam.

1. Of particular concern, is a point source of concentrated seepage at
the toe of the downstream slope where considerable sliding and
sloughing of the errtenkment has occurred. 'Ihis area is on the
southeast auxiliary dam where the county road joins the emt>anJorent.

2. 'Ihe main errbankment to the north is also experiencing conSiderable
seepage at the downstream toe of the dam. 'ltle seepage is occurring
throughout rrost of the length of the dam.

We are requesting that you hire a registered professional engi~er to
investigate these seepage areas and come up with a suitable design to handle
the seepage so that the safety of the dam is assured.

If a resolution cannot be reached to flatten the slope where the irriga-
tion ditch is encroaching on the dam, your engineer should make a
