<br />The fol lowing propos.1 breakdown is submitted in accordance with the
<br />Board's rvqu,'st. based on our previously submitted outline for the \.,rork.
<br />It.is intended that the Report "ill comply "ith the rcquiref'1ents set forth
<br />in the Water Conservation Board docurlent entitled "Requirements for Feasi-
<br />bi Ii ty Reports, Appl ications for Financial Assistance from 'Water Projects
<br />Construction Fundll.

<br />SCOPE OF WORK
<br />
<br />I. General Information: A description of the cl imate and location of tt1e
<br />,
<br />Allenspark District shall be included along 'oJi th background inforrlatinn
<br />of the general arca. A map shall be furnished sho"ing the location of
<br />the District ,-lith respect to its regional location including its re-
<br />lation to nearby towns and a project map shall include the District and
<br />immediately adjacent areas. Inc luded on the project map ,.Ii II be the
<br />location of existing water p'ipel ines, existing development including
<br />roads and buildings, and the proposed project features. The project
<br />map will shQw the entire service area and indicate possible future
<br />service areas for the District.

<br />2. District ~ackGr()u."d: The background of the District will be traced from
<br />its first cdnception in a citizen's committee through legal fornation to
<br />its present status of seeking funds for construction. A summary of the
<br />state la"ls under "hich the District \-Ias forCled '.-li II be prnvided, indi-
<br />cating the powers and authorities of the organization. The slJmmar~: shall
<br />include particularly the District's right of eminent dom~in. its tA\lnn
<br />authority, its pov/er to enter into Contracts, and its authority to vest
<br />title to the project \-lith the Colorado Water Conservation Board. The
<br />District shall provide an account of its income and expenditures since
<br />for;~lation and th~y I.,Jill be provided \<Jithin the report. The 1973 au(!i~
