Introduction <br /> <br />On May 18, 1998 the 48-inch slide gate associated with the east outlet of Horseshoe Dam failed <br />in the open position. The Company opens the gate during the end of irrigation season. The gate remains <br />open during the winter and until Boyd Lake is filled by spring runoff through the east outlet works. The <br />gate is then closed for the irrigation season. The south outlet gate is used to make deliveries during the <br />irrigation season. <br /> <br />The gate stem and first stem guide failed during the spring closure. The gate stem was bent <br />approximately 30 degrees out of alignment. The stem guide was fatigued to the point of failure that <br />allowed the gate stem to bend. The outlet works was discharging approximately 300 cfs from <br />Horseshoe Reservoir into Boyd Lake at the time of failure. Horseshoe Reservoir is approximately 20 <br />feet higher than Boyd Lake. The flow between the reservoirs could not be allowed to continue, due to <br />the threat of draining Horseshoe Reservoir into Boyd Lake. The stockholders of the Seven Lakes <br />Reservoir Company uses the water stored in Horseshoe Reservoir for irrigation. The stockholders <br />would have to buy water from other sources if the reservoir was drained. <br /> <br />The outlet works was plugged by lowering a concrete slab in front ofthe intake. At present time <br />the flow between the two reservoirs has stopped. The concrete plug is a temporary solution. <br /> <br />The 48-inch corrugated metal outlet pipe downstream of the gate chamber was sleeved with a <br />42-inch steel pipe in 1985. The inlet pipe between the intake and gate chamber is the old 48-inch CMP. <br />The condition of the intake pipe is questionable bilsed on the condition of the other related CMP. The <br />gate chamber consists of a 72-inch CMP with a concrete foundation. The failure of the gate has <br />compromised the structural integrity of the 72-inch CMP gate chamber. <br /> <br />In summary, there are three deficiencies associated with Horseshoe Dam outlet works.
