<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Executive Summary <br /> <br />This study exammes the feasibility of various structural and non-structural measures to <br />rehabilitate Horseshoe Dam No.2 Outlet Works for the Greeley and Loveland Irrigation Company and <br />the Seven Lakes Reservoir Company. The study has been prepared in conformance with requirements <br />for funding of the Colorado Water Conservation Board (CWCB) and the dam safety regulations of the <br />Colorado State Engineer's Office (SEO). This study examines the feasibility of non-structural and <br />structural alternatives; and demonstrates the technical, financial, environmental, and institutional <br />feasibility of rehabilitating the outlet works. <br /> <br />The recommended alternative includes the lining of the existing 72-inch Rep gate chamber with <br />concrete, installing two (2) 42-inch sluice gates, sleeving the existing upstream 48-inch RCP with a 42- <br />inch cement lined steel pipe, and constructing a prefabricated concrete gate house to house the two <br />gates. <br /> <br />The Companies will not be requesting funding for the rehabilitation of the outlet works. The <br />original plan was to enter into an agreement with CWCB for the construction funds after this feasibility <br />study was completed. The Companies decided to fund the project with their own funds. The <br />Companies did requested funding for the feasibility study at the July 1998 CWCB meetings held in <br />Telluride, Colorado. The Board approved a grant, from the Severance Tax Operational Account, for <br />$2,500. <br /> <br />Total capital expenses for the recommended spillway alternative, including construction and <br />construction engineering with 20 percent contingency, design engineering, and the cost of this study, <br />was $328,000. CWCB portion of the total cost is the approved $2,500 for this feasibility study. <br />Construction would begin in February 1999 with completion by April 1999. <br /> <br />Horseshoe Dam No.2 Outlet Works SIudy <br /> <br />BD'rILE <br /> <br />3 <br />
