I
I
I
I
I
I
I
I
I
I

Chapter III - Background Information

A. Study Area and Existing Facilities Description

The Greeley and Loveland Irrigation system is located in the vicinity of Loveland as shown in
Figure III-!. The system is supplied by two diversions located on the Big Thompson River: 1) Big
Barnes diversion and 2) Greeley and Loveland diversion. The first diversion is the Big Bames ditch,
which diverts water to Lake Loveland. The water is then regulated by several reservoirs before it can be
released into the lower reaches of the Greeley and Loveland Canal. The second diversion is the Greeley
and Loveland Canal, which diverts water to Equalizer Reservoir. Equalizer Reservoir is the last
reservoir on the system before water is delivered to the shareholders to the east including the City of
Greeley. The City of Greeley is located approximately 30 rniles to the east of Equalizer Reservoir.

The Greeley and Loveland Company owns and controls Lake Loveland, Boyd Lake, and the
Equalizer and Houts Lake Reservoirs. The Seven Lakes Reservoir Company owns and controls five
reservoirs; Horseshoe Lake, Westerdoll Lake, Heinricy Lake, and Upper and Lower Hoffman Lakes.
The interchange facilities of the systern to exchange water between the two companies has been
developed over the years to afford greater use of the water.

There are two dam that irnpounds Horseshoe Reservoir; Dam No. I to the south, and Dam No.2
to the east. Horseshoe Dam No. 2 is located between Horseshoe and Boyd Reservoirs. The outlet
Works is jointly owned and operated by the Greeley and Loveland Irrigation Company and the Seven
Lakes Reservoir Company. The 48-inch corrugated metal outlet pipe downstream of the Horseshoe gate
chamber was sleeved with a 42-inch steel pipe in 1985. The inlet pipe between the intake and gate
chamber is the old 48-inch CMP. The condition of the intake pipe- is questionable based on the
condition of the other related CMP. The gate chamber consists of a 72-inch CMP with a concrete
foundation. The failure of the gate has compromised the structural integrity of the 72-inch CMP gate
chamber.

In summary, there are three deficiencies associated with Horseshoe Dam No.2 outlet works. The
deficiencies include the following:

Horseshoe Dam NO.2 Outlet Works Study

12

BOYLE
