PROJECT SUMMARY

The quality of drin~ing water available to much of rural Morgan County
is considerably inferior to State and Federal drinking..mter standards. A
group of Morgan County rural residents formed the Morgan County Quality
Water Association to evaluate potential water supplies and investigate the
economic feasibility of constructing and operating a rural domestic water
system.

Ground-water supplies from three different aquifers were investigated
on behalf of the Association. Recommendations were made to acquire water
from the Hay Gulch alluvium, located near the west boundary of the proposed
service area. A supplemental supply to serve the lower end of the service
area, if needed, can be obtained from the Camp Creek alluvium near the
eastern Morgan County boundary. These supplies were determined to be of
sufficient quantity and quality to adequately serve the projected needs
of the proposed district. The water-supply report, completed as a separate
study, is included with the following feasibility study as Appendix A.

The following feasibility study contains a preliminary design for a

water-supply and distribution system to serve a major portion of the irri-

gated area of Morgan County. The service area contains approximately 280

square miles, including the communities of Goodrich, Orchard, Weldona,

Snyder and Hillrose. The estimated total cost of the system, including

water supply, construction costs, legal and engineering fees, contingencies

and inflation during construction is $7,647,000. The feasibility study

presents a proposed rate schedule to cover payment of this obligation plus

operation and maintenance costs.
