rely on the 7 1/2 minute quadrangle maps published by the U.S.

Geological Survey for basin topographic information. Major structures

such as dams or siphons will use enlargements of portions of the quad

sheets as a basis for layouts. In some limited instances, field

measurements will be necessary to verify that proposed designs are

realistic. In particular, the route for the proposed East Paradox

Canal, because of the rough terrain traversed, will have aerial

photographs and strip topography prepared.

It is considered to be of primary importance that all reservoir sites,

diversion points and conveyance routes be inspected on the ground by

the principal project engineer and the geologist. Such observations

help to minimize the development of plans which in later stages would

be found to be totally unrealistic.

At this preliminary stage, structural layouts will follow conventional

practices as described in the various design manuals published by the

U.S. Bureau of Reclamation. At a later stage in project development

it may be desirable to introduce certain innovative new configurations

or construction methods.

Estimated quantities will be determined for major construction items

such as earthwork, concrete and pipe. Smaller cost items will be

estimated as a percentage of the major ones. A summary of unit prices

bid on recent siltilar types of work will be development, and from

these a unit price for cost estimating will be selected.

Some decisions will be required in order to eliminate certain

alternating features included in the study. In particular, the best

method for transporting water from Fall Creek to the Lilylands System

will be dependent on comparable costs and geologic conditions. The

size of reservoir to bel placed in Beaver Creek will be dependent on

cost compared to other options and operational advantages.
