<br />. <br /> <br />SECTION I <br />PRUJECT SUMMARY AND CONCLUSIONS <br /> <br />SUMMARY <br /> <br />Carbondale is experiencing considerable growth pressure related to the <br /> <br /> <br />rapid expansion of the coal industry in the area. The growth impact on <br /> <br /> <br />the water uti lity system serving Carbondale is the primary concern of the <br /> <br /> <br />community. Carbondale h,s a municipal water system which has been con- <br /> <br /> <br />structed, operated, and 'iaintained by the Town administration. The present <br /> <br /> <br />water system is not adeqllate to provide enough water to the present Town <br /> <br /> <br />customers during dry periods, and the Carbondale administration recognizes <br /> <br /> <br />the need to develop a reliable and safe system to provide water for domestic <br /> <br /> <br />and fire protection needs. <br /> <br />. <br /> <br />An initial water improvement project is presently under way to provide <br /> <br /> <br />faci lities to meet present Town needs. The project is being financed jointly <br /> <br /> <br />by the Town and Federal Economic Development Administration (EDA). The EDA <br /> <br /> <br />monies are being administered through the Colorado Division of Local Govern- <br /> <br /> <br />ments. The initial project includes source, treatment, storage, and pipe- <br /> <br /> <br />line faci 1 i ties at an estimated cost of $830,000. This fi rst program should <br /> <br /> <br />provide faci lities capable of providing present Town water demands, even in <br /> <br /> <br />dry years. <br /> <br />. <br /> <br />The planned development in Carbondale will triple the population of the Town <br /> <br /> <br />in the next few years if development proceeds as scheduled. Two new major <br /> <br /> <br />developments will begin construction in 1976. Developers are required to <br /> <br /> <br />provide the enti re distribution system for new development, whi Ie the Town <br /> <br /> <br />will have to provide additional water source, and transmission pipelines to <br /> <br /> <br />serve the new developments. The second phase water system improvement pro- <br /> <br /> <br />gram, as outlined, will provide: <br /> <br /> <br />. needed source faci lities to serve the developments already planned <br /> <br /> <br />. transmission pipelines <br /> <br /> <br />. distribution pipelines in the existing Town that require replace- <br /> <br /> <br />ment due to attribution or undersize <br /> <br />--- <br />
