This analysis is to include research <br />of all transferred decrees as set forth by the district <br />court so as to generate a data base upon which future <br />transfers can be based. In addition, this section of the <br />study will also set forth water rights acquisition policies <br />that any of the munxcipalities have and set forth judgments <br />with respect to the adequacy of these programs. <br /> <br />b. The report shall compile and set forth all existing data <br />with respect to average and maximum demands of the munici- <br />palities and correlate these demands with the water rights <br />currently owned by the municipalities. <br /> <br />c. A base map shall be prepared showing all of the current <br />master plans being followed by the municipalities and how <br />these master plans integrate with one and other to reflect <br />the basin development program as each municipality views <br />this program. From these master plans and other data <br />basis as required by the State of Colorado, population <br />projections will be set forth based on a probable minimum <br />and maximum growth potential envelope. <br /> <br />d. With the generation of the above described envelope, water <br />augmentation plans shall be developed to satisfy the future <br />demands as set forth by the growth envelope. These aug- <br />mentation plans shall consider the effects of the authorized <br />Narrows Project concerning any effect such project will <br />have upon the proposed Coal Creek Reservoir to store South <br />Boulder and Coal Creek,water. Following this analysis, <br />augmentation plans shall be developed which will consider <br />the utilization of underground mines, purchase of water <br />from the city of Denver, and purchase of direct flow or <br />storage rights from other water users in the Coal Creek <br />and South Boulder drainage basins. These costs shall be <br />based on depletions utilizing the Blaney-Criddle formula <br />for calculating said depletions. The various plans of <br />augmentation shall be presented in terms of yields and <br />costs of the proposed augmentation plans. <br /> <br />e. Conclusions shall be drawn with respect to the adequacy, <br />availability, location, and cost of water from Coal Creek <br />basin in general and the Coal Creek Reservoir in particular. <br /> <br />-2- <br />
