<br />I <br /> <br />I <br /> <br />4 - PLAN OF DEVELOPMENT <br /> <br />I <br /> <br />4.1 BASIC ALTERNATIVES <br /> <br />I <br /> <br />In developing the plan of improvements, two basic alternatives were considered. <br />These basic alternatives along with some of the advantages and disadvantages of <br />each alternative is shown below. <br /> <br />I <br /> <br />4.1.1 Alternative No.1; Maintain dual system; Continue production and <br />distribution of both potable and non-potable water. Provide improvements primarily <br />to the potable water system to meet projected water use requirements and fire flow <br />demand. <br /> <br />I <br /> <br />Advantages: <br /> <br />I <br /> <br />1. Utilizes more of the existing water works, facilities. Requires little <br />change in the existing non-potable water system and concentrates im- <br />provements. on the potable water system. <br />2. Reduces total quantity of potable water supply required , thereby reducing <br />annual treatment costs. <br />3. Reduces initial capital costs of improvements. <br />4. Allows flexibility to convert to a single system at a later date if <br />additional potable water supplies become available. <br />5. Does not require reconnection of many of the existing services. <br /> <br />I <br /> <br />I <br /> <br />Disadvantages: <br /> <br />I <br /> <br />1. Increases long term operation and maintenance cost due to operating two <br />distribution systems. <br />2. Increases new housing construction costs by having to install separate <br />plumbing systems. ' , <br />3. Does not correct low pressure problems on the non-potable water system. <br />4. Increases cost of distribution system extensions due to having to extend <br />two systems. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />4.1.2 Alternative No.2; Abandon the dual system concept; use existing well <br />supplies and build treatment, storage, and distribution facilities adequate to meet <br />the projected total water use requirements and fire flow demand. <br /> <br />I <br /> <br />Advantages: <br /> <br />I <br /> <br />1. Consolidates the system into a more conventional type system which is easier <br />and more economical to operate and maintain on a long term basis. <br />2. Distribution system can be extended at a later date more economically than <br />Alternate ill. <br />3. Decreases new housing construction costs by having to install one plumbing <br />system. <br />4. Corrects the low pressure problems existing on the non-potable water system. <br /> <br />I <br /> <br />I <br /> <br />Disadvantages: <br /> <br />1. Requires abandonment or major modifications to the existing treatment, <br />storage and distribution facilities. <br /> <br />I <br /> <br />I <br /> <br />-22- <br />
