24. UYWCD will provide mlrestric [rd public
fishing access free of charge for the lice of
the project 9/ on both sides (st reambarlksl oC
the Yampa River on all lands owned or
controlled immediately upstream and
downstream of Stagecoach Dam and Reservoir to
include:
- Unrestricted fisherman access to 0.5 miles
of [Ice Yampa River immediately downstream of
the dam
- Access to 0.6 mile at the west end of the
rese rvwir
- Livestock Brazing would be eliminated from
these areas.
(A total of 1.8 miles of downstream fisheries
would be in public ownership J

Reservoir Fringe
26. UYWCD will develop 20 acres or provide
additional wetland elsewhere if 20 acres of
wetlands do not develop in the fringe area of
the reservoir 7 years after the reservoir has
filled.
- For three years after the reservoir reaches
its full capacity, the Dis[ric[ will map the
developed wetlands, measure the actual
wetland acreage, identify vegetation types,
and submit a report of the results to the
CO E. Reporting will include monitoring as
per 7119 (i.e. photographic documentation). If
future reservoir operations diminish the
actual wetland acreage reported to the COE, a
suPp lemental report shall be prrpared by
UYWCD and submitted to the COE as an update
for their review and approval.
- Within 90 days of being notified by the CDE
that additional mitigation as de to rmined by
the shove report is necessary, the UYWCD will
prrpare and submit an approva ble mitigation
plan for the needed mitigation acreaP,e to the
LO E. The plan shall include a schedule of
implementation which provides for full
implementation no later than one year from
