Section 2 - Project Description

A, Description of Project. The CONTRACTOR, in cooperation with the Southern High Plains
Ground Water Management District ("DISTRICT"), is coordinating the second phase of the
Southern High Plains Ground Water Management District Water Resource Study
("STUDY"), which will involve an evaluation of existing ground water data in the Southern
High Plains Designated Ground Water Basin to enable the District and the CONTRACTOR to
develop measures to protect the future value of existing ground water supplies in the
Ogallala Aquifer. The CWCB has determined that the information compiled in the Study
will assist in local water resource planning efforts, The Contractor shall direct the
performance of the Study in coordination with the District and in cooperation with the
CWCB and the Colorado Division of Water Resources (Water Resources),
The Contractor and the District have selected McLaughlin Water Engineers, Ltd,
(Consultant) of Denver, Colorado, to conduct the Study and have approved a scope of
services for the Study tasks prepared by the Consultant.
The Consultant conducted the first phase of the Study, and financed by a grant from the
CWCB in the amount of $65,000 under Contract C150031, dated March 17, 2000,
SECTION 3 - TIME FOR PERFORMANCE
Project Beginning: Upon effective date of this contract

Project Finish: On or before June 30, 2002

SECTION 4 - DISBURSEMENT SCHEDULE

1. Disbursement of funds, The STATE shall disburse funds to the CONTRACTOR to pay for
the costs associated with the Project up to a maximum amount of $65,000 in the
following manner:
a, Statement of costs. During the completion of the tasks, the CONTRACTOR shall
prepare statements of the costs of the Project and submit said statements to the
STATE for payment. Each statement shall indicate the tasks that have been
performed and the percentage completion of each task by task number as specified
in the Scope of Work,
b, Payment of statements, Upon receipt and approval by the STATE of each such
statement of costs, the STATE will, within 30 days from the approval of such
statement, pay to the CONTRACTOR the amount of the statement or such portion
thereof as has been approved by the STATE,
c. Limitation of Funds, Contractor acknowledges and agrees that all tasks must be
completed on or before June 30, 2002, at which time the CWCB's funds for the
Project will no longer be available,
