<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Alternatives Evaluated <br /> <br />A range of alternatives were considered including 1) No-action alternative, 2) Reconstruct <br />the diversion only, 3) Reconstruct the diversion and the head gate structure, and 4) <br />Reconstruct the diversion and the headgate, and stabilize the river and canal banks. <br /> <br />A subjective evaluation of the alternatives follows: <br /> <br />1. No-action: <br /> <br />If this project were not pursued, the ODC would be unable to deliver the necessary water <br />to its shareholders. This could lead to crop loss in the service area and a significant drop <br />in land values. This alternative is not acceptable to the Company. <br /> <br />2. Reconstruct the diversion only: <br /> <br />This alternative would be less costly to the Company, but would not deal with the damage <br />to the headgate or intake structure. The existing intake structure is very dangerous and <br />there are times that cleaning the trash and debris buildup is not possible. At these times <br />the Company could not divert water. This alternative was ruled out. <br /> <br />3. Reconstruct the diversion and the headgate structure: <br /> <br />This alternative was ruled out because it was still considered a temporary fix without <br />channel stabilization. There is a possibility that with the new structure in place the river <br />will cut a new channel. Within a few years the river could re-route itself, leaving the new <br />diversion and headgate structure with no water channeled to it. <br /> <br />4. Reconstruct the diversion and the headgate, and stabilize the river and canal banks: <br /> <br />This alternative is the most expensive, but is the only alternative considered to be a <br />permanent long-term solution. It is the selected alternative. <br /> <br />The Selected Project <br /> <br />The ODC plans to construct Alternative #4; Reconstruct the diversion and the headgate, <br />and stabilize the river and canal banks. Features of this alternative are as follows: <br /> <br />- Construction of a 257 cubic-yard concrete diversion structure. <br />- Construction of a 58 cubic-yard concrete headgate structure. <br />- Provide riprap protection for 2300 feet of riverbank as well as for the head gate and <br />canal. <br /> <br />Otero Ditch Company <br />Diversion Structure Feasibility Study <br />February 2000 <br /> <br />Page 9 of 20 <br />
