This work is funded in part with a loan from the <br /> <br />Colorado Water Conservation Board (Board), under a contract dated <br /> <br />January 27r 1992 betweeen the District and the Board. The contract <br /> <br />expires on January 27, 1994, and certain contract provisions require <br /> <br />that the construction be completed by that date. This letter serves <br /> <br />~~ ~ 'n . <br /> <br />as notice that the project will not be completed within the contract <br /> <br />period, due to circumstances which are outside the control of the n~~~=~=~_ <br /> <br />District. <br /> <br />The circumstances which have forced the extension of the <br /> <br />construction are related to the acquisition and placement of riprap <br /> <br />for the slope protection against wave erosion action on the upstream <br /> <br />face of the dam. Julesburg Reservoir is located about 180 miles east <br /> <br />of Denver. The closest sources of suitable hard rock rip rap are all <br /> <br />located along the front ranae foothills. Transportation of riprap to <br /> <br />the project site would add on the order of $25.00 per cubic yard to the <br /> <br />cost of this rock (estimated to cost $15.00 per cubic yard), adding <br /> <br />about $ 90 000.00 to the basic cost of riprap. Therefore, the design <br /> <br />enqineers, with approval of the CWCB and Division of Water Resources, <br /> <br />elected to utilize locally obtained concrete fragments for use as <br />A........ ^ ,..LlI\III:Ilo.IT 1 <br />
