The Town Board decided to pursue other alternatives outlined in the Town of Lyons <br />Long Range Water System Plan, June 2001, Wright Water Engineers, Inc. <br /> <br />FINANCIAL PLAN <br /> <br />No additional financial evaluation of the project was completed due to the Town Board's decision to not <br />pursue the project. <br /> <br />AL TERNA TIVE FINANCING CONSIDERATIONS <br /> <br />D~e to the decision not to proceed with the project, no alternative financing plans were investigated for <br />thiS study. <br /> <br />OPINION OF- FEASmILITY <br /> <br />The cost of water stored would be in excess of $8,000 per acre-foot. The Town believes they can provide <br />for storage of the 300 acre-feet of water in a more economical method. Based on their study of their <br />system and options they have for water storage, the construction of the dam and reservoir proposed was <br />not deemed to be economically feasible. <br /> <br />COLLATERAL <br /> <br />As the project will not be pursued, no collateral will be necessary. <br /> <br />IMPLEMENTATION SCHEDULE <br /> <br />As the project will not be pursued, no implementation is provided. <br /> <br />SOCIAL, ECONOMIC, AND PHYSICAL IMPACTS <br /> <br />The reservoir would be expected to be available for limited recreational use and therefore would have a <br />positive social impact. The reservoir is expected to provide aesthetic and other social benefits to the <br />residential development proposed around the reservoir. <br /> <br />Positive economic impacts would result from the construction of the reservoir and include labor, supplies, <br />and services provide by local companies. A negative economic impact would be the rise in water rates that <br />would be required for a project of this size to be funded by only 634 water users. <br /> <br />Physical impacts include impacts associated with the inundation of approximately 20 acres of land and <br />impacts caused by construction. The construction impacts are short-term and are not expected to have <br />significant impact after construction is completed. The inundation of the land is a long-term impact with <br />both positive and negative consequences. The reservoir would provide habitat for waterfowl, fish, and <br />other wildlife as well as recreation for local residents. The land that would be inundated is a grassy <br />meadow inhabited by prairie dogs and other wildlife.
