<br />. <br /> <br />. <br /> <br />EXHIBIT A <br /> <br />COLORADO WATER CONSERVATION BOARD <br />CONTRACT TO PROVIDE ENGINEERING SERVICES <br />FIELD RECONNAISSANCE STUDY OF POTENTIAL SMALL DAM SITES <br /> <br />SCOPE OF SERVICES <br /> <br />This scope of services is included as Exhibit A, with the contract <br />between Harris Water Engineering, Inc. (HWE) and the Colorado Water <br />Conservation Board (CWCB) to provide engineering services regarding <br />a reconnaissance study to develop a list of small dam sites which <br />have physical, legal, and economic potential and the need for <br />construction within the next several years. <br /> <br />The study has five tasks, which are: (1) Canvas Potential Sites, <br />(2) Field Review of Sites, (3) Technical Evaluations, (4) CWCB and <br />Entity Review, and (5) Report Preparation. These tasks show the <br />logical progression of work to complete the study. Each task is <br />described in detail in the following sections. <br /> <br />HWE will develop appraisal level cost estimates as part of this <br />study and if the CWCB wants to evaluate financing option(s), HWE <br />will evaluate the potential dam sites using whatever financing <br />option (s ) the CWCB develops. Based upon HWE experience in <br />southwest Colorado, HWE would like to suggest that the CWCB be <br />willing to test some of the dam projects using alternative <br />financial mechanisms. <br /> <br />HWE envisions the results of the study as not just a report of the <br />technical feasibility (appraisal level data) of a minimum of 12 <br />small dam sites, but as a "jump start" to small water development <br />throughout Colorado. HWE is committed to finding ways to <br />effectively and efficiently develop water projects, through the use <br />of small dams, to utilize Colorado's entitled water supplies. <br /> <br />TASK 1 - CANVAS POTENTIAL SITES <br />The first task is identification of the potential dams sites. HWE <br />proposes to contact the following persons and groups around the <br />state. The "Colorado Water Almanac and Directory" published by the <br />Colorado Water Congress has most, if not all of the, phone numbers <br />and contact persons. <br /> <br />Persons and Entities to be Contacted: <br /> <br />CWCB staff <br />SEO Denver staff <br />Colorado Water Resources and Power Development Authority <br />Division Engineers and staff (e.g. Dam inspectors, etc.) <br />Northern Colorado Water Conservancy District <br /> <br />1 <br />
