.

.

RIO GRANDE WATER SUPPLY STUDY - PHASE I - STEP TWO

----------------------------------------------------------------

Task 11-4 Reconnaissance Investigation of Exchange Potential From
Rio Grande Mainstem to Conejos River Basin.

----------------------------------------------------------------

Purpose:

Approach:

To investigate the validity of the step One assumption
on exchangability of a Conejos Basin entitlement of
Closed Basin deliveries into the Conejos Basino

In Step One of the Study, it was assumed that the
Conej os Basin could fully utilize (by exchange)' its
Closed Basin proj ect allocation in each year of the
study period. This assumption will be investigated
further in this task primarily through the use of
readily available information provided by others.

1. LRCWE will investigate readily available
information which address the exchange potential
of the Conejos River (under Compact
administration). For example, LRCWE will review a
1984 Conej os exchange potential study performed
for the Conejos water users to support the Closed
Basin Project delivery distribution. A memorandum
discussing this review will be prepared.

2. Following the establishment of reasonable
operating scenarios for the Closed Basin proj e:::t
in Task 11-2, LRCWE will place the exchanoe
potential estimates and Closed Basin operation
resul ts on a comparable basis. The estimated
Conej os Closed Basin allocation will be compared
with the estimated exchange potential (from
previous subtask) for various runoff conditions 0
The reasonableness of the Step One assumption will
be reviewed based on this comparison.

3. LRCWE will prepare a file memorandum discussing
the exchange potential of the Conej os River and
the reasonableness of the Step One assumption 0
This memorandum will be reviewed by MacDougall.
The investigation and the results will be
discussed with the Study Advisorso

This work scope and associated budget do not
contemplate that the Step One assumptions regarding the
exchange potential of the Conejos River will need to be
changed. If, after the reconnaissance evaluation of
the exchange potential and consultation with the Study
Advisors, it is believed necessary to perform more
detailed investigations and modify the model's data or

June 17, 1988

10

~ Leonard Rice Consulting Water Engineers, Inc
