'.

.

.

RIO GRANDE WATER SUPPLY STUDY - PHASE I - STEP TWO

----------------------------------------------------------------

Task 11-2 Formulation of Closed Basin proj ect Operating
Scenarios.

----------------------------------------------------------------

To refine the Closed Basin operating scenarios used in
step One of the Study to reflect variable rates of
delivery to the Rio Grande.

Approach: In this task the Step One constant delivery rates from
the Closed Basin proj ect will be replaced by two new
scenarios to the developed in consultation with the
study Advisors 0 The new scenarios will provide for
variable rates of delivery from the Closed Basin
Project to the Rio Grande and for variable distribution
of those deliveries between the Rio Grande mainstem
users and the Conejos River users. Activities include
the following:

Purpose:

10 LRCWE will review engineering studies (being
performed for the Rio Grande Water Users
Association) that formulate possible scenarios of
future Closed Basin Project operation. Three
meetings will be held with engineers representing
the Rio Grande water Users Association (RGWUA).

2. LRCWE and MacDouaall will review the step One
methodology relative to the Closed Bas in proj ect
operation and formulate two new operating
scenarios which are acceptable to the Study
Advisors. The new methodology may be based, at
least in part, on work currently being performed
by engineers for the RGWUA.

3. LRCWE will incorporate the proposed operation of
the Closed Basin project into the RIBSIM computer
model, operate the model ~~d summarize the Closed
Basin proj ect results for the revised scenarios.
Task budgeting assumes that the Closed Basin
Project operation will be implemented through
changes to the RIBS 1M program's logic. Model
testing will use the most recent version of the
model and its data sets available at the time.

4. LRCWE and MacDougall will review model results
with the Study Advisors. If the initial
simulation results do not approximate the desired
Closed Basin project operation, then suggestions

June 17, 1988 6

~ Leonard Rice Consulting Water Engineers, lnc.
