<br />. <br /> <br />. <br /> <br />Conclusion <br /> <br />Based on my research I would conclude that the San Luis Valley Water Conservancy District, <br />from July 11, 1988 to July 11, 1998 constructed no applicable water project, the 1 O-year time <br />frame specified in Contract No. C-153484, and therefore has no obligation to pay the State <br />the Contract specified sum of $185,185.00, <br /> <br />The San Luis Valley Water Conservancy District currently has two Loan Contracts with The <br />Colorado Water Conservation Board, C153478 and C1533386, for the construction of the Rio <br />Grande Dam, which was initiated in 1982 and completed in the December of 1988, This <br />project is not related to any of the reservoir sites indicated within the report, Additionally, <br />attached is a letter from the San Luis Valley Water Conservancy District Manager, Dennis <br />Felmlee, stating that the District did not construct any related water project within the 10-year <br />time period specified within the Contract. <br />
