General History <br /> <br />I <br />I <br /> <br />The Haystack Dam and Reservoir was studied by the USBR in <br />1937. (Ref.2) A preliminary design and estimate presented a reservoir <br />with a capacity of 7000 acre-feet. The dam was located on Willow <br />Creek which is a tributary to Upper West Divide Creek, immediately <br />upstream of the dam location shown in this report. The cost was esti- <br />mated to be $837,290 in 1937 dollars. <br /> <br />I <br />I <br /> <br />In the 1965 USBR report (Ref. 22) Haystack Dam was also <br />located on Willow Creek. The Haystack Feeder Canal was included which <br />diverted water from upper West Divide Creek into Haystack Reservoir . <br />The reservoir has a capacity of 7090 ac-ft impounded by a dam 132 ft <br />high. Geologic and Geotechnical Analysis <br /> <br />The proposed Haystack damsite is on West Divide Creek <br />downstream of the confluence with Willow Creek, in NE 1/4, Section 14, <br />Township 9 South, Range 91 West. The geology of a possible alternate <br />dam site on Willow Creek was previously investigated by the U.S. <br />Bureau of Reclamation (Ref. 3). The investigations consisted of the <br />preparation of a sketch geologic map and the digging of test pits. <br />The present investigation included a reconnaissance of the dam site on <br />July 25, 1985. <br /> <br />The geology of the proposed Haystack damsite and the alter- <br />nate site are typical of the geology along the southeast side of the <br />Piceance Creek Basin. The bedrock is the Wasatch Formation of <br />Tertiary Age, which consists of interlensed beds of sandstone, <br />siltstone, claystone, and locally conglomeratic sandstone. The beds <br />strike northwest and dip 100 to 150 southwest. The beds are part of <br />the southwest flank of the West Divide Creek anticline, the axis of <br />which is about 1.5 miles to the northeast. No faults have been iden- <br />tified in the area. Joints are conspicuous in the sandstone units. <br /> <br />IV-IS <br />
