<br /> <br />. <br /> <br />CHAPTER IV <br /> <br />GRAVITY PIPELINE PLAN <br /> <br />Irrigation <br /> <br />Construction costs allocated to irrigation would be paid with reve- <br />nues from two general sources: (l) revenues from the district obtained <br />from the sale of irrigation water t:> the water users and an ad valorem <br />levy upon property in the district and (2) revenues from the Colorado <br />River Storage Project accruing in the Upper Colorado River Basin Fund <br />and apportioned for use in the State of Colorado. Payments for supple- <br />mental service lands would be started irrnnediately following the delivery <br />of project water and payments for full service lands would be staxted <br />following a 5-year development period. Payments for each block would be <br />made for a 50-year period but because of the development period the total <br />payments would be stretched over a 55-year period. <br /> <br />. <br /> <br />The charge to the irrigators by the district would be limited to the <br />irrigators' estimated ability to pay. The total ability of the irrigators <br />is estimated at $3.20 per acre-foot as shown on page 25. The district <br />would need $2.20 of the $3.20 to pay operation, maintenance, and replace- <br />ment costs associated with the irrigation and an average of $0.70 an acre- <br />foot for the total irrigation supply to puxchase the needed irrigation wa- <br />ter from Ruedi Reservoir. Thus $0.30 an acre-foot would be available to <br />apply on construction costs. Over the 55-year period of irrigation re- <br />payment, total payments on construction costs by the irrigators would <br />amount to $9l,000. <br /> <br />It is estimated that the tax levy upon property within the district <br />would amount to half a mill and would yield a total of $1,618,000 toward <br />irrigation repayment over the 55-year period duxing which the district <br />would be making payments on the irrigation costs. The assessed value in <br />the district is projected to grow from the present level of approximately <br />$10 million to about $130 million by year 2035, the estimated 55th and <br />final year of repayment. <br /> <br />To complete repayment of the irrigation costs, $7,l84,000 would be <br />required from the Upper Colorado River Basin Fund previously mentioned. <br />The availability of these fUnds for the Basalt Project, paxticularly as <br />to time, would depend on many factors, including Colorado's decision re- <br />garding the priority to be given various projects. The availability for <br />the Basalt Project within the required repayment period would have to be <br />assuxed before project construction was started. <br /> <br />The repayment of the irrigation costs as discussed is summarized on <br />the following page, including the annual charges that would have to be <br />levied for operation and maintenance of project works and for Ruedi Res- <br />ervoir \.rater. <br /> <br />. <br /> <br />41 <br />
