<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />TRANSMITTAL <br /> <br />The irrigation components in the plans for the gravity pipeline and <br />Missouri Heights Reservoir enlargement are only marginally justified. <br />The economic feasibility of irrigation in the area will be sensitive to <br />changes in costs of project features. <br /> <br />Availability of Water' <br /> <br />The Basalt Project would be in competition with other potentialities <br />for use of Ruedi Reservoir water. For example, Gulf Mineral Resources <br />Company and Standard Oil Company of Indiana, both representing the Rio <br />Blanco Oil Shale Project, have expressed a desire to enter into an option <br />contract for use of Ruedi Reservoir water in connection with oil shale <br />development. Other entities have also expressed interest in obtaining <br />the storage water. <br /> <br />Water of the State of Colorado that remains uncommitted within the <br />State's entitlement from the Colorado River system as provided by the Up- <br />per Colorado River Basin Compact of 1948 is overappropriated many times <br />by conditional decrees and recent claims of the United States. Hence, <br />choices will need to be made from among the many potentialities, including <br />the Basalt Project. State and local interests will have a major role in <br />making such determinations. Potential depletions of the Colorado River <br />system from Ruedi Reservoir storage water are considered to be within the <br />State's entitlement. <br /> <br />~ <br /> <br /> <br />3 <br />
