In the first phase <br /> <br /> <br />several project systems in addition to the High Elevation <br /> <br /> <br />system will be formulated to provide a range of potentially <br /> <br /> <br />viable project concepts. The water yields and costs of these <br /> <br /> <br />alternative project configurations will be comparatively <br /> <br /> <br />evaluated at a reconnaissance level of effort. Concurrently <br /> <br /> <br />realistic assessments will be made of the water needs in the <br /> <br /> <br />proj ect areas, insti tutional considerations, and financing <br /> <br />A-l <br />
