Colorado Water Conservation Board Members

FROM: John Van Sciver

DATE: July 11, 1997

SUBJECT: Agenda Item 14a., July 21-22, 1997, Board Meeting--
Jules burg Irrigation District
Approval of a Grant in amount of $5,000 to help fund a Feasibility Study to
.evaluate Additional Storage within the Ju1esburg Irrigation System.

BACKGROUND

The Julesburg Irrigation District (located in Logan and Sedgwick Counties), has submitted an
application for a grant to help pay for a feasibility study to evaluate additional storage within the
Julesburg Irrigation system, The study will consider the enlargement of the Julesburg Reservoir,
as well as construction of a dam at an alternate site, The District is requesting a grant in the
amount of $5,000, approximately 20% of the estimated total study cost of $25,791.

The Julesburg Reservoir is located on the Logan/Sedgwick County line, about 7 miles west of
Sedgwick, There are 200 shareholders, and 19,134 acres under the system,

DISCUSSION

The feasibility study will be conducted by W,W, Wheeler and Associates, under contract with
the Julesburg Irrigation District. The proposal for engineering services is attached,

The Julesburg Irrigation District system is strategically located because it can be used to deliver
water to the Julesburg gage; the measurement point for Colorado's South platte River Compact
with Nebraska, Under the compact, Colorado must deliver at least 120 cfs to the Julesburg gage
during the time frame April 1 through October 15, or be required to curtail water diversions in
Water District 64 which are junior to June 14, 1897, Additional reservoir storage would help
assure that compact requirements are met at all times,
