Election matter contested, The matter contested is the wording used on the <br />ballot issue which appeared at the election held December 2, 1997 for the purpose of <br />voting on a debt increase by the Julesburg Irrigation District, A copy of the exact <br />ballot is attached as Exhibit A. <br /> <br />2, Date of election. The election Was held on December 2, 1997, <br /> <br />3, Contestors, The undersigned affiants are eligible electors of the Julesburg <br />Irrigation District and hereby contest thE! foregoing election. <br /> <br />4, Contestee, The Julesburg hrigation District, as the Quasi Municipal <br />Corporation for which the contested ballot issue was decided is the Contestee. <br /> <br />5. Turisdiction, Contested election cases on ballot questions are to be tried by <br />the District Court for the county in which the contest arises. This Statement of <br />Intent to Contest is filed not more than ten (10) days after the completion of the <br />election returns. <br /> <br />6. Grounds for challenge. The Contestors challenge the election concerning <br />the debt questions because it is believed that legal votes were rejected in sufficient <br />numbers to change the results of the election, Upon information and belief, the <br />Contestors allege the following: <br />
