(weS <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />FROM: <br /> <br />John Van Sciver <br /> <br />DATE: <br /> <br />September 8, 1997 <br /> <br />SUBJECT: Agenda Item 14a., September 22-23, 1997, Board Meetingu <br />Julesburg Irrigation District <br />Approval of an Emergency Loan in amount of $590,000 to replace the <br />District's Diversion and Headgate Structure on the South Platte River. <br /> <br />BACKGROUND <br /> <br />The Julesburg Irrigation District (located in Logan County), has submitted an application for an <br />emergency loan to replace the river diversionlheadgate for the Harmony Ditch No, 1. They <br />have requested a loan in the amount of $590K (75% of the estimated total project cost of <br />$785,630), <br /> <br />The project is located on the South Platte River, about 4 miles southwest of the Town of Crook, <br />This diversion is used to fill the Julesburg Reservoir, and to provide water via the Highline <br />Canal, the Settlers Ditch, and the Peterson Ditch for irrigation, The existing diversionlheadgate <br />was originally built around the turn of the century, and the west diversion was rebuilt in the <br />1960's, <br /> <br />The west diversion structure was washed out and destroyed during high water during the period <br />June 18 to June 24, 1997, The concrete floor was undermined by flood waters, and 1 pier and <br />about 75 feet of the floor collapsed into the hole, The right abutment pier and concrete was <br />displaced 4 feet downriver, and is assumed to be damaged beyond repair. The diversion can not <br />be used without installation of a temporary sand dam, <br /> <br />It costs about $1500 to install a sand dam (114 mile in length), and 2 have already been washed <br />out this year. A sand dam will not work for spring diversions, which is the time the District <br />can legally divert from the river to fill the Julesburg Reservoir. <br /> <br />Preliminary engineering design work as well as a feasibility cost estimate have been provided <br />by W,W, Wheeler and Associates, A preliminary design and cost estimate has also been <br />prepared by Zoyiopoulos and Associates Engineering, of Greeley, <br />
