Before we recommend a project <br />for funding, it is our duty to assure our Board that all water rights required for that project <br />are in place. Until your pending water filing has been approved by the Water Court, we <br />cannot make that assurance to our Board, and we therefore could not recommend funding <br />for this project. <br /> <br />The Board has become increasingly strict in determining satisfactory security based <br />upon experience and recent legislative guidance. In that respect please understand that your <br />entity, a limited partnership organized in another state, raises unique circumstances under <br />which we must seek adequate security.
