.

.

either the USGS (NHD) or the Colorado Division of Wildlife, that contain vector data of
large canals, ditches, drains and other features that have been digitized from USGS 1 :24,000
scale maps to identify preliminary irrigation service areas.

Using GIS analysis and interpretations, the Contractor will prepare a series of base maps
showing the alignment of canals and ditches and preliminary irrigation service areas. With an
anticipated 120 maps, the Contractor will make initial contact with Division 1 engineers and
water commissioners in each water district and discuss overall water use and management,
and obtain names and contacts of key water users such as company presidents, supervisors
and/or ditch riders familiar with specific ditch systems. The anticipated level of effort from
water commissioners and Division 1 personnel for this subtask is shown in Table 3.

91.3 Mapping and Irrigation Service Areas and Verifying Irrigated Field Boundaries, Crop
Types with Water Users. Preliminary maps described in Tasks 91.1 and 91.2 above will be
used as the basis for mapping of service areas for both surface water and groundwater
irrigation. It is stressed that the water commissioners and water users will not be relied upon
to actually conduct the mapping, but their input will be essential in preparing the interim and
final work products. The anticipated time required in meetings and discussions from each
water commissioner is shown in Table 3. The Contractor will make contact with each water
user associated with the diversion structures and will have prepared in advance draft maps
with specific features to include the following:

. Digitized irrigated parcel polygons overlaid on USGS DRGs
. Irrigation ditch structure IDs tied to each polygon
. Legend of ditch ill and corresponding ditch name
. Points showing headgate locations where available
. Crop type for the irrigated acreage polygons

The Contractor will make advanced contact with each of the water users, explaining the
purpose and objectives of the project, and soliciting their support. The Contractor will visit
offices of all the large irrigation ditch companies (anticipated are 54 structures diverting more
than 10,000 af), and approximately two thirds of the smaller companies. The Contractor will
consult with them regarding their surface water irrigation systems, and groundwater use and
management. The users will be presented with preliminary maps of their systems and
requested to review irrigation parcel boundaries, crop type mapping, well locations and,
especially, irrigation service areas. For these activities, the Contractor will go over the
preliminary mapping and discuss the systems in detail. Maps and resources of the water users
will be used extensively in revising the preliminary maps and resolving errors.

Based on findings from consultation with water users and water commissioners, the
Contractor will revise maps of field boundaries, well locations, crop types and irrigation
service areas.

91.4 Review, Revision and Final Mapping. After preparing final draft results, described in
Task 91.3 above, the Contractor will engage water users, water commissioners, and water
conservancy districts in a presentation and review of the products. This final review will be
conducted during a full two-day workshop in each water district and will be held at a central
location in the district. Water commissioners will be requested to participate, as shown in

Page 10 of 26 Pages
