The GIS database will be updated on a regular basis by PPACG staff as more <br />infonnalion becomes available. <br /> <br />Mapped information will be displayed on base maps, developed on the Colorado Slale <br />Plane Coordinale system (central zone) NAD83 Datum. The basemaps will consist of the <br />river network and highway network system and a backdrop image of the Fouowin Creek <br />Watershed. Due to the availability of aerial photography. EI Paso and Teller County will <br />have a different river network layer than Pueblo County. The river network for Pueblo <br />County will be based on 1962 aerial photography and an alternative year will be lIsed for <br />EI Paso and Teller County. Any existing infannalion. necessary to complete these tasks <br />that is incompatible with the Colonldo State Plane Coordinate system (central zone) <br />NAD83 Datum will be re-projected to be consistent with all basemap information. <br /> <br />All data sources should be well documented, and development of the database ..Lnd maps <br />will include: <br /> <br />I. One set of aerial photos (already available in a digital format) taken in 1997 of a <br />pOrlion of the main stem of Fountain Creek, from the EI Paso -Pueblo County line, <br />downstream to the confluence of the Arkansas River, will be compared against a set <br />of I :20000 Black and White aerial photographs taken by the Farm Service Agency in <br />1962 of the same geographic area. A photo index of the photos from 1962 will he <br />obtained and selected photos scanned and a photo mosaic developed to compare <br />against 1997. For this specific segment, the river channel and streambed location <br />will be digitized from each year. Both sets of aerial photographs will be llsed to huild <br />upon existing information and to the extent possible detemline what changes have <br />taken place over time for this specific segemtn in the streambed location, river <br />channel, erosion and vegetarion, These changes will be indicated through different <br />colored lines. Areas of high erosion potential. infrastructure and agriculture damage <br />will also be identified on the maps. <br />. GIS maps, for this specific segment will illustrate, 10 the ex.tent possible, trends, <br />changes, relationships and infrastructure damage idenrified in the watershed <br />related to erosion and deposition concerns. The methodology used will be <br />consistent with generally acceptable principles and be easy to apply for aerial <br />photographs obtained for historic and future years. <br />. For aerial photography that is available, bUI not available in a digital form <br />(scanned), the consultant will determine the COSI, if any to acquire or scan the <br />photos, develop a mosaic, and identify the scale, year, and ~lvaihlbility. <br />
