As
discussed in Chapter II, the power benefits were assumed to be equal to
the costs of obtaining power equivalent to project power from steam-
electric plants constructed and operated by private utilities, which are
considered to be the most economical alternative source of power.

Derivation of average annual power benefits
Descri tion
Average annual generation kw.-hrs.
Firm capacity generation of plant (kw.)
Average annual salable energy at delivery points (kw.-hrs.)
Salable dependable capacity at delivery points (kw.)
Energy benefits at 2.7 mills per kw.-hr. of salable energy
Capacity benefit at $24.50 per kw. of salable capacity
Total power benefits

11 Including taxes of $Bo50 per kilowatt.

Amount
1 ,000,000
30,000
138.000.000
27,000
'372,000
1. 662,000
1J$l,034 ,000

Recreational Benefits

Recreational benefits at Juniper .Reservoir as tentatively estimated
by the National Park Service would amount to $336,000 annually. The rec-
reactional benefits for this reservoir would be the same under the initial
development as in the comprehensive plan,

Fish and Wildlife Benefits

In the absence of estimates by the Bureau of Sports Fisheries and
Wildlife. the Bureau of Reclamation has roughly estimated fish and wild-
life benefits in Juniper Reservoir and in the Yampa River downstream from
the reservoir at about $80,000 annually. Net effects on other wildlife
habitat have not been estimated but these are not expected to signifi-
cantly affect the monetary evaluations of the initial development.

Total Annual Equivalent Benefits

The total estimated average annual equivalent benefits of the initial
development over a 100-year period are summarized on the following page.

69
