<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />CHAPTER n <br /> <br />COMPREHENSIVE PLAN <br /> <br />Summary of Repayment <br /> <br />A summary of the allocations and sources of repayment of the costs of <br />the Juniper project, assuming integration of the power financing with the <br />Colorado River Storage project, is shown on the following page. <br /> <br />Effects of Possible Future Upstream <br />Developments <br /> <br />Future increases in upstream water USeS would decrease the flows of <br />Yampa River assumed to be available for development by the Juniper project <br />as a basis for the foregoing evaluations of the projecto Potential upstream <br />irrigation projects outlined in the 1957 reconnaissance report on the Yampa- <br />White project, including the Wessels, Hayden Mesa, and Great Northern proj- <br />ects, would deplete the Yampa River flows at Juniper Dam site by an esti- <br />mated 53,000 acre-feet annually. On the other hand, the potential Yellow <br />Jacket project outlined in the same report would serve lands in the Yampa <br />River Basin by diversions from White River with an estimated return flow to <br />Yampa River of 23,000 acre-feet annually. Thus the developments of these <br />upstream irrigation projects would result in a net depletion in Yampa River <br />flows of about 30,000 acre-feet annuallyo <br /> <br />An ultimate diversion from the Yampa River of about 50,000 acre-feet <br />annually would be made under the development being considered by the Four <br />Counties Water Users Association of Coloradoo Water would be diverted from <br />the headwaters of Yampa River and conveyed east to the headwaters of the <br />North Platte River in the vicinity of Rabbit Ears Peak. This water would <br />be exchanged to downstream North Platte River water users for diversions <br />that would be made from headwaters of the North Platte River to the head- <br />waters of Willow Creek, a tributary of Colorado Rivero Storage and convey- <br />ance facilities of the existing Colorado-Big Thompson project would be util- <br />ized to make the water from Willow Creek available for municipal use along <br />the east slope of the Rocky Mountains in the general area between Boulder <br />and Fort Collins, Coloo Some other possibilities also exist for trans- <br />mountain diversions from the headwaters of the Yampa River. <br /> <br />The Colorado-Ute Electric Association is presently constructing a <br />l50,OOO-kilowatt steam-electric powerplant near Hayden, Colo., which will <br />utilize water from the Yampa River in the futureo Steam-electric power <br />development in the Yampa River Basin will probably be further expanded in <br />the future for utilization of available water supplies and extensive coal <br />deposits in meeting growing power loads. It may also be expected that some <br />other upstream developments within the Yampa River Basin will be made in the <br />future for additional municipal 'and industrial uses. <br /> <br />The total effect of possible future upstream water uses on Yampa River <br />flows cannot be reliably estimated at this timeo The effect would depend <br /> <br />56 <br /> <br />
